i thought most circumstances with code switching happened with situational factors which is why i took out e even though i found it appealing initially. how can we conclude that this family only uses code switching for rhetorical effect based off this one study

The case in the last paragraph is explicitly mentioned as a case where there is no change in situational factors, yet there is occasional code-switching. The paragraph in fact starts by saying that situational factors do not account for all code-switching, so we should in fact expect this example to illustrate code-switching not explicable in situational terms. Thus, what you saw as a defect of answer choice (E) in fact seems exactly correct about it.

In all the information we have about this family, they used code-switching for occasional rhetorical effect only.
