I believe answer A is correct because paragraphs 1 and 2 are independent from each other. The transition phrase (on the other hand) does indicate a shift; it does not indicate that we have to analyze multipolar with bipolar. I was stuck between A and C, but C indicates a comparison. And also, multipolar is aggressive because the smaller countries will fight against the bigger nations, so it is not less aggressive or more rational than bipolar. Is that a solid explanation? I was just focusing on the WHY behind the paragraphs. Like, why is the author even talking about this, and how is he using it to make his case?
