I picked E as my answer and cannot understand why A is the answer. Please help.

The language in answer choice (A) comes from the fourth paragraph. That paragraph is about a different time. We're looking for material specifically about "before the 1930s."

The subject matter in answer choice (E) is contained in the third paragraph, so it's addressing the correct time period. For an example of how the party was "involved in local African-American political issues," see the last sentence of the paragraph (lines 34-38).
