Do rules #1 and #2 (V has power windows and a sunroof, and W has power windows and a leather interior) indicate that these are the complete options for those two vehicles? Meaning V could NEVER have a leather interior and W can NEVER have a sunroof?

It's a great question--in short, no, those rules don't indicate complete options. The first two rules again are:

V has power windows and a sunroof.
W has power windows and a leather interior.

Based on just these two rules, one does not know whether or not V has a leather interior, nor does one know whether or not W has a sunroof.

However, we might be able to glean the complete options for some cars as a consequence of other rules. The fourth rule, for example, tells us that "X has more options than W." Since we already known from the second rule that W has at least two specific options--power windows and a leather interior, we can infer that X must have all three options and that the two mentioned for W are the only two options it has.

I was wondering if we should be careful with rules like "V has power windows and sunroof." Does this mean that V COULD also have leather seats, if the other rules did not restrict V from having leather seats?

I think that your point makes sense. Assuming that the other rules didn't restrict V from having leather seats, then "V has power windows and a sunroof" isn't necessarily exhaustive. And the game further states that each car is equipped with "at least one" of three options. So just looking at that rule on its own, it's possible that V could additionally have leather seats.
