It's not the implications OF a policy, lsatquestions, but about the implications FOR policy. "Policy implications" could be thought of as "indications that policies should be altered." What does this shift tell us about the policies we should put in place? That's what the paragraph is about: how these nations are thinking about changing their policies in response to this different way of looking at the health of their nations.
