Answer choice (E) is incorrect because it says that waterbirds as in waterbirds of all ages are more abundant in areas that serve as nurseries than areas that do not, but looking at the stimulus, we only know that juvenile waterbirds are more abundant around Shooter's Island, so we can't use this to support the conclusion.
