The purpose of this passage is twofold: (1) to discuss Amsden's views of cultural influences on Navajo weaving (lines 1-27) and (2) to call into question some of Amsden's assumptions and conclusions (lines 28-60).

The first half gives us the setup that the second half then uses to dismantle Amsden's views, so the focus is on Amsden's views per se.

While the topic under consideration does involve the influence of one culture on another, these influences are subordinate to the primary goal of refuting Amsden.
