No, Ally. A qualification would be if the author limited or clarified the thesis somehow. We don't have that happen here, or in your example.
An example would be if the thesis was "Dogs make great pets." We might qualify that by saying "not quite all dogs, but non-aggressive breeds make great pets." We qualify the thesis by limiting it in that example.
