Can a also be wrong because if renewable replaces all nonrenewable then we don’t have to worry about relying on non renewable because there is exact replacements?

Not quite---if we don't have answer choice (A), the argument still works, and that's why it's not a required assumption. Even if we don't have renewable replacements, we could always go without per the argument. So the argument doesn't require there to be renewable replacements.
