The first step in solving an LR question involving causal reasoning is correctly identifying the stated cause and effect.

Here the effect is that certain workers resisted technological innovations (even though those workers had miserable working conditions) and the cause is social inertia (meaning a general resistance to changes in society).

Answer D states that "people tend to adapt easily to gradually implemented technological changes" (my emphasis). The inclusion of the word "gradually" is important here. If social inertia is a resistance to change, then the fact that these changes came gradually would actually make sense that they would be less resisted, because less change is happening over a given time. It is possible that certain people (like the workers mentioned) will resist technological changes when they are sudden, but would be not necessarily resist small/gradual changes.

Also, the conclusion is specifcally that social inertia is a more powerful determinant than the desire for comfort or safety. With Answer D, we do not know the reasons why these technological innovations were easily adapted.
