Hi,

Yes, the question specifies (as a local rule) that Casey cannot buy two shirts of the same color, and so that's why when she buys the yellow medium, she has to buy either two small shirts or two large shirts (given the global rule that she can't buy a small and a large shirt together), which she can't do since there are no small red shirts and no large blue shirts (meaning she can't buy SR, SB or LR, LB).
