Why is D the answer?
IF they want to control the deer population, why would we assume that the hormone needed to supress fertility (hence control the pregnancy rate) is already in the deer? If their fertility isnt already surpressed, why would we believe that it is already in their system?
Is this a assumption that if the deer already have it and we add 10 mg, we wont know what the level of the hormone is?
