I understand that there is a comparison being made in the argument that beginning mediation fairly late in the process, would be relatively ineffective. All the answers somewhat refer to ineffectiveness and it took me a long time to identify the core of the argument, but after some time, I figured it out. Given that the argument concerning time, I was left with (C) and (E) which can be related to beginning mediation fairly late in the process.
I understand why (C) is a better answer but would like to ask how (E) is incorrect. If the mediation process itself is likely to cost as much in time and money as the present grievance procedures, in other words, it is the same, doesn't this imply that mediation is no more effective?
