I know the most important thing are scores, but some of the admins at the schools i’ve applied to have warned me that they might not have money or even spots by April 19. Should I heed their warning and let them proceed, or keep the hold? I believe I can easily score 3+ points on the next test. Also, i’m a bit below their median LSAT.

This is a standard pressure tactic, don't worry about it. The extra 3 points will far outweigh the earlier application. As is often said, they find money for good applicants but not for bad, no matter when either applies.

Keep to the plan :-D
