To strengthen the argument, Linabear218, we need to do one of two things:

1. Show an advantage of gasahol
2. Show a disadvantage of gasoline

Because this is an Except question, four answers will strengthen the argument by doing one of these things, and those will be the wrong answers. The right answer will not do one of these two things.

Answer E shows a disadvantage of gasoline. Gasoline is putting more carbon monoxide into the atmosphere than plants can remove, while gasahol is only putting out as much as the plants can remove, per the last line of the stimulus. Thus, gasoline puts out more carbon monoxide than gasahol, reinforcing that claim by the author in the second sentence of the stimulus. E therefore strengthens the argument, and that's what makes it a wrong answer.

C is correct because it looks like a disadvantage of gasahol. That's the exception, the one that doesn't strengthen, and so it must be the correct answer.
