Complete Question Explanation
(The complete setup for this game can be found here: lsat/viewtopic.php?f=166&t=8547)

The correct answer choice is (C).

Although drawing out the Not Laws on the initial diagram would have allowed us to solve this question very quickly, when Not Laws are drawn out during a setup it is because they provide you with additional insight or serve as a reminder of the facts. With the powerful sequence we have in place, that sequence is a better guide than Not Laws, and in any event we can now rapidly solve this question simply by referring to the sequence.

Because R must be ranked ahead of T, S, and H, R can never be ranked fifth and answer choice (C) is correct.

Note that answer choice (B) can be eliminated by referring to the hypothetical created in question #13.
