I thought the MC was the first sentence: free will's role in determining responsibility isn't the same in all situations and the next two sentences are an illustration of that. But do these two latter sentences count as support, or premises? I wasn't sure when reading this.

Hello,

Yes, they do! The second sentence provides a context in which free will is determinative of moral liability, whereas the latter sentence provides a context in which it is purportedly not. Thus, taken together they both provide evidence that free will's role in determining criminal liability is not the same in all instances.
