How is D the answer. I Picked C but is it wrong because if they were a consideration then it wouldn't be unexpected?

There is no evidence in the passage for what answer choice (C) says. It's not as if creditors are claimed to be intended beneficiaries - the intended beneficiaries were individuals and corporations in financial trouble. They aren't claimed to be just the primary intended beneficiaries, but as far as we can see, the only ones mentioned. Answer choice (C) is adding something not found anywhere in the passage.
