So I understand that the flaw in the argument is best described by answer choice E, however I do have a question about answer choice A. At what percentage does an argument not have to make a case for something to be an overwhelming majority. For example, to me 51 percent is a majority but not a overwhelming one. Is there a specific number that makes it become an overwhelming majority?

There is no strict, mathematical definition of the term "overwhelming majority." Some consider 2/3 or more to be overwhelming, some consider it to be over two standard deviations, etc. However, 89% is significantly higher than a strict majority (which is over 50%), so I think it would be safe to assume that it qualifies.
