I took the (notoriously horrible) August 2023 LSAT remotely, and had multiple technical issues, scoring a 161. I retook in October 2023 and got a 171. Should I submit an addendum explaining that the score jump was due to technical issues, or should I just let the scores speak for themselves/

Generally speaking, an addendum is not
necessary, as schools only care about the highest LSAT score you receive, as this is the score they have to report to the ABA. So in their eyes, your score will be a 171.
That being said, in your case, I would say write a short addendum. You saw a 10-point increase
and you have a legitimate reason your first score was lower (tech issues). A brief addendum, while not necessary, will help admissions committees understand why your first score was 10 points lower, and then move on to the rest of your application.
