Even if the game many directions and templates can't be identified for it, would it still be a good idea to come up with templates to solve an individual question if that question restricts the possibilities? For example on game 1 sept 1998 #5 I found it much easier to just come up with the two templates the local condition produces and just start knocking out the answers. Thanks!

Absolutely yes! If a local question restricts possibilities and those possibilities can be identified quickly, this is a good way to prove the answer right. As you speculated, this applies even to games where the global conditions aren't restricted enough to identify templates or possibilities.
