Hey Ashley,

The answer to this question can be found right at the beginning of the last paragraph - the author states that "our intuition of the injustice of an overly harsh punishment is based on our
sense that such a punishment is more harmful to the criminal than beneficial to society."

In other words, we believe harmful to criminal > benefit to society

Or, put another way, benefit to society < harm to criminal, which is exactly what answer choice (C) says.
