This is a Most Strongly Supported question, which is basically a variation of a Must Be True question in which the answer, while not needing to be 100% true, should still be supported based on the information in the stimulus.

Answer A states that "reporters make little effort to behave ethically."

To test Answer A, check to see where in the stimulus there is any support for this statement. If you look closely, there is no mention of the reporters making little effort to behave ethically or anything that is similar to this statement.

You must be very careful not to make assumptions about what behaviors or practices are or are not ethical, or to impose your own personal views on what you believe to be ethical. For example, don't assume that not identifying themselves as reporters (one of the examples in the stimulus) is definitely unethical. That is debatable.

In fact, the entire discussion in the stimulus concerns the fact that reporters have different views on what practices are considered ethical, but that doesn't mean that they make little effort to behave ethically. For all we know, reporters may make a lot of effort to behave ethically, even though they may disagree on exactly what practices are considered ethical.
