Just for sure, according to lines 49 to 60, AC C is incorrect because attention to the northern U.S. and attention to the construction industry are two independent outcomes, right?

Answer choice (C) is ultimately something we don't know the author's views on, though there's some language close to it. Namely, the passage mentions that the Downstate campaign drew public attention, which "had hitherto focused on the progress of the civil rights movement primarily in the southern United States, to the additional need to alleviate discrimination in the North" (lines 57-60). Note that this just indicates that some attention was drawn to discrimination in the North, not that concern was "primarily" directed toward the northern U.S. after the campaign.
