Hi,

I just wanted to clarify why A would be incorrect. I'm assuming it's because of a temporal issue in the answer choice, saying "While some later efforts to implement renewable energy systems have been plagued..."? Since at the top of the passage it says it was written in the mid 1990s and the failure in Brazil happened in 1992, is this enough to rule out answer choice A?

Because other than that, the second half of it seems alright.

Hi Jolie,

The other issue with answer choice (A) is that it talks about efforts (plural) with regard to each example, instead of singular, which is what we see in the passage. Additionally, the main point of the passage was not really how the two countries fared, but a broader comment on how we can expect these sorts of projects to succeed more generally. The example countries are described as a way to compare/contrast strategies to see which methods were successful and which methods were not. The main idea answer choice really needs to address the idea that the passage is future-looking, not just a description of what happened in the past.
