To address why answer choice (C) is correct, there are two aspects of the stimulus that seem relevant. First, we're told that "Switzerland, Austria, Israel, Ireland, Denmark, and Finland all have viable economies." Second, the stimulus states that four of these countries have populations of less than seven million. We therefore know that there are some countries with viable economies with populations of less than seven million, or in the words of (C), "economic viability does not require a population of at least seven million."

Regarding answer choice (A), there's nothing in the stimulus that makes a claim about dependence or independence of population size and economic viability. You'd probably want one of those words at least mentioned for an answer choice to be true that claims that one variable is independent of another. It's fully possible that economic viability is dependent on the size of a country's population--we just don't know from the stimulus alone and would need more information.
