I got the answer correct, but I just wanted an explanation to ensure I did it the proper way. I focused on the conclusion after reading the entire stim and did the necessary negate tech and saw that negating E would wreck the argument.

It sounds to me like you did the right thing, yjos1012! I would add that you should have started with a prephrase before going to the answer choices. Here, since the author concludes that the department has this responsibility, you could preprhase something like "the department has at least some responsibility to prevent certain detrimental effects on society." Answer E fits that nicely.
