Hi Todd,
To prephrase on these Parallel questions in Reading Comprehension, first articulate a high-level abstract description of the elements the question asks you to parallel from the passage. Here, we want to articulate a high-level abstract of Passages A and B that lets us better see the relationship between them (and thus find a similar relationship).
Passage A's newspaper article is a description of an example of the recovery of UCH (involving a joint effort).
Passage B's Draft Convention is a definition and set of principles intended to guide recoveries of UCH.
So, I'm looking for a pair of documents that provide me with (1) an example of an approach to an issue and (2) the principles guiding the approach to that issue.
Answer choice B is correct because the first document described is a descriptive example (a magazine, like the newspaper in Passage A, that is describing the specific approach of an architect or architectural firm to an example building project), and the second document described is a set of principles broadly guiding the approach to the same thing (codes governing building projects).
Answer choice C is incorrect because, although the first document does give a description of a specific approach to an agreement to work on a project, the second document is not a set of broad principles guiding the approach to such agreements or projects. Rather, the second document in answer choice C is for the specific project (the same project) that the first document in answer choice C is about. But the principles in Passage B were not just principles for the specific Sussex project, rather they were general principles governing any project of excavating UCH.
