If "fires" in this answer choice were changed to "trees," that might make this answer choice closer to being true (and thus would be a reason to eliminate it, since this is an except question).

The final sentence of the passage is, "This succession is also evident elsewhere in similar low tropical elevations in the Caribbean and Mexico." The sentence before that suggests that the mentioned succession is referring to pines being present where there were substantial settlements and then returning to mixed hardwoods when settlements were gone. So the author is making a claim about similar characteristics of trees in different places, rather than similar characteristics of fires.

A second problem with the wording of this answer is that it mentions "different regions." The final sentence of the passage refers to Nicaragua and "elsewhere...in the Caribbean and Mexico." This language seems to suggest that the author takes all of these to be in the same region. Thus, even with fires changed to trees, this answer would still be problematic because the last paragraph is making comparisons within the same region.
