Hi Harry! Your first point does a good job of beginning to address the issue with Answer Choice (B). "Ineffective" is a strong word, and neither author goes as far as saying the Roma are an example of International Law being ineffective. So the problems with (B) are twofold: first, "ineffective" is too strong to describe what either author is doing; second, the two authors are in general agreement about the status of the Roma (and so an answer choice that makes the authors views' appear opposed to each other is likely to be incorrect). I'm having trouble understanding the rationale behind answer choice E. I wholly agree that the author of passage A regards this issue as anomalous and special, as evidenced by the term 'particularly problematic', however I can't find anything to indicate that the author of passage B believes the issues to be unique to Roma, and not applicable to any other countries.

The author of Passage B implies that the Roma are a unique example---the term "still" in the discussion of crossing borders and nomatic culture indicates that it is unusual that they have these characteristics. That suggests that their experience is unusual, anomalous, and not something other minority groups experience.

It can be tricky to pull out something like this from the passage because it's an idea that's woven through Passage B. The passage is describing the Roma as a unique case, and one that the definition at the beginning was inappropriate to handle.
