If F and K are not assigned to O, and if G, H, and M can never be assigned to O (per the original rules), then L must be assigned to O. If that were not the case, then booth O would have no employees. But the scenario requires each booth to have at least one employee assigned. Hence, L must go there and cannot go elsewhere. The possible solutions are:

O: L
R: FKGM
V: H

or

O: L
R; FKH
V: GM

If you see another possible solution, where L is not assigned to O, run through it and compare it to all of the rules. You should find that you've broken at least one of them.
