You cite to the relevant portion of the passage to address this question. One way to reason that this is referring to a "primary focus" is that the quoted material refers to "its focus." That sentence didn't instead refer, for example, to "one of its foci." If it had used that language, that might have made it more complex to determine whether a given topic was the "primary" focus. Instead, we're only told about one focus.
In addition, the remaining paragraphs also do not introduce another focus. This adds weight to the conclusion that the focus mentioned in the first paragraph is the main focus.
