Is there a conclusion here or is this a fact set?

Hi LawSchoolDream,

Technically, the statement "dietary needs vary widely from person to person" is a conclusion based on the premise "different foods contain nutrients that are helpful for treating or preventing different health problems."

However, since this is a Most Strongly Supported question (which is just a variation of Must Be True questions), you should treat all of the statements in the stimulus as true (including the conclusion) for the purposes of the question. In other words, you should treat the stimulus like a set of facts for this question type. While most Must Be True (and Most Strongly Supported) stimuli do not contain arguments, occasionally they will.
