The question asks us what critics would most likely agree with, which means that rather than an answer choice that is true or false based on the passage, we need to look for an answer choice which we have evidence that critics would agree with.
While line (26) does say that harvest limitations would affect job and wages in the community, it is the economists (and residents) who bring up this point. The next paragraph, starting with line (30), describes what the critics think. No where in the paragraph do the critics challenge the idea that harvest limitations would affect jobs or wages. Maybe the critics even agree that the harvest limitations affect jobs and wages! But their point is that if money was so important, residents could move 150 kilometers away and make more. Instead, they've chosen to stay on this land, indicating there is another key factor contributing to their decision beyond just money. There is no evidence to indicate that critics would disagree with answer choice (A), therefore it cannot be the correct answer.
Hope that helped!

I got the answer correct, but I wanted to understand better why answer A was wrong. The critics state that the residents would make more money moving 150 kilometers away, which indicates to me that the Harvest limitations don't have much of an impact on economic prosperity in the community.
Thank you,
