Here we are looking for an answer choice that, if added into the stimulus, would let the conclusion logically follow. Answer choice (E) tells us that governments should devote resources to ambitious technological undertakings, and that they should do so in an attempt to advance the welfare of society.

However, this raises two questions.

First, do we know that space exploration is an ambitious technological undertaking? Sure, getting the first man on the moon was a technological advance, as was getting a robot on Mars. But if space exploration has advanced to the point where we are relying on existing technology then what? Should we keep giving resources to space?

Second, answer choice (E) hinges on the idea that resources should be devoted in an attempt to advance society - yet the stimulus tells us that many modern technologies were unexpected consequences of space exploration, and it is not clear that these consequences are beneficial to society's welfare. Therefore devoting money to space exploration may not align with advancing the welfare of society.
