Answer choice (C) says that the author thinks reductions in domestic spending in order to repay international debt should be restricted to health care and education, meaning in-debt countries should restrict their spending on health care and education only in order to tackle their international debt. The end of the first paragraph states that "a nation may take funds away from health care, education,..." but the author is not saying this is what nations should do.
