We might infer that on our own, for the very reason you mentioned, but that's not what we are supposed to do in this case, since the question is only asking us what role that claim played in the argument we were given. The conclusion is limited to declines among fish and seabirds, so that is the claim that is being supported. Stick only to the claims in the stimulus when answering this type of question!
