Hi ahawk124!

For support for the correct answer choice, look to the first and third paragraphs. The first paragraph is what one is directed to in the question stem. In that paragraph, we're told that "the artistic situation" in Detroit in the 1960s "played a great role in Motown's success."

The answer might seem slightly less straightforward just because the support for the answer choice isn't near the line referenced in the question stem but rather comes two paragraphs later. Still, the language is pretty direct in the third paragraph (note that the third paragraph is the only one besides the first that mentions Detroit). The start of the third paragraph explains, "Another crucial factor in Motown's success was Detroit's well-developed public school music-education program, which provided the company with a deep and talented pool of artists and technicians." So from that we can infer that Detroit's artistic situation included residents' ready access to musical training in public schools.
