I understand why E is correct. In the powerscore book we have Flaw Categories ie Appeal to Authority, false analogy etc.

Is there a category for this kind of Flaw in an argument?

I would say this is almost a straw man argument, because the manager is incorrectly restating what the antinuclear activist said. The activist said safety concerns were part of the reason for the closure, but the manager said the closing was purely economic, incorrectly refuting the argument since the economic costs increased as a result of the costs of safety measures.
