It's still safe to say that it's worthwhile to pay attention if you see the word "should." However, that word doesn't end up putting (B) out of contention. We're told in the stimulus that gene splicing may have some benefits but also may have some drawbacks that aren't easily detectable. "Should" doesn't end up being problematic because we're told that some traits are "desired" while others are "undesirable" (and the undesirable ones may be difficult to discover). The drawbacks give reason for approaching gene splicing with some measure of caution.
