A counterexample is a specific instance/example that opposes or contradicts an idea, theory, general statement, etc..

Imagine that Person A claimed, "Smoking always causes cancer." And then Person B responded, "That's not true. My grandpa smoked 3 packs a day, lived to 100, and was in perfect health his whole life."

Person B has provided a counterexample (the grandpa) that contradicts the claim that "smoking always causes cancer."

Answer B states "offering a counterexample to the alleged correlation." The alleged correlation in the stimulus is an increase in government services being correlated with a decrease in nongovernmental, voluntary community organizations.

A counterexample to this alleged correlation would be a specific example/instance in which the correlation did not happen, such as "In City X, there was not a decrease in nongovernmental, voluntary community organizations even though there was an increase in government services in City X."

Answer D describes "an alternate explanation of the correlation cited." This is just what it sounds like, an explanation for why the correlation occurred that is different than the one presented by the many observers. This alternate explanation could involve an alternate cause, it could be that the cause and effect are reversed (which is what this argument suggests), it could simply be a complete coincidence, etc..
