Hello Sherry,

B, it so happens, may not be relevant. What if most citizens didn't vote? say, 49.99 percent of folks voted? Would that make any real difference?
The core--or joke, as it were--of this problem is that the Mooresvillian says (a) it's bad that everyone votes for incumbents, but (b) he's going to vote for his own incumbent!!
On that note, answer choice A is correct, because how can the council makeup be changed unless somebody *doesn't* vote for an incumbent?

Hi David,

Thank you for your help! But my mind still sticks.

A says " at least some other voters in Mooresville do NOT make the same exception for their own incumbent in the upcoming election". Does it mean that some other voters NOT ONLY VOTE AGAINST ALL THOSE INCUMBENTS, but also NOT vote for THE INCUMBENT WHO REPRESENTS THEIR OWN NEIGHBORHOOD??

The question stem says they can only vote for or against their own neighborhood's, so they can't really vote against all the other incumbents too.
