I chose answer choice B for this question but I felt that both B and D were correct- can you explain to me how B Is incorrect?

Hi Haley,

Great question. B is incorrect because the president can deploy forces for 48 hours without even reporting to Congress when absolutely necessary, and also does not need to specifically consult with the leaders of both houses. Hope that helps!
