Hi!

What would the stimulus look like if (E) was indeed correct? How would the author represent "desirability" of critics claim?

If the author had instead discussed a negative consequence of following the critics suggestion, could (E) then be correct?

The critics criticize the report for having a single focus so if the authors claimed that giving the report a single focus is even less desirable than the critics claim they would have to say something along the lines of "actually are report is even worse than you think it is!"...which is probably not how most authors would respond to criticism.
