Answer choice (A) is incorrect because from the second rule K and M must be assigned to the same panel.

Answer choice (B) is incorrect because from the first rule F and G must be assigned to the same panel.
Answer choice (C) is incorrect because from the last rule if H is assigned to Oceans panel then P must also be assigned to the Oceans panel.

Answer choice (D) is incorrect because from the fifth rule J and K cannot be assigned to the same panel.

Thus, answer choice (E) is proven correct by process of elimination.

The last rule of this game is "Harlanis not assigned to the Oceans panel if Paul is not assigned to the Ocean panel"
Would taking the contrapositive of this result in: if Paul is assigned to ocean panel, then Harlan is assigned to ocean panel?

I believe this last rule is key to answering question 20 correctly. I picked C while ruling out E because Paul is assigned to Ocean panel and Harlan was not, a violation of the last rule.

The rule states: if P not in Oceans --> H not in Oceans
