Is the reason answer choice B correct because policy experts dont care about whether an action was voluntary or not rather they are interested in the aggregate lives at stake?

Can you guys delve more on the answer's explanation? Because sincerely I don't get it. What is the relation between "the aggregates lives at stake" and the answer?

I really think the answer for this question is based on that the author does not consider voluntariness as a metric for government's risk management. So experts are more focused on the aggregates lives at stake RATHER THAN voluntariness and that is why answer B is correct.
