I am confused as to how (C) can be the answer - the passage only talks about "continuous change" proponents believing that federal policy only had a marginal effect on the economic progress of African Americans, NOT "racially discriminatory behavior." Could any one clarify / explain for me? Thanks!

Hello avengingangel,

"In 1964 the United States federal government began attempts to eliminate racial discrimination in employment and wages" starts off the passage. So the economic progress is related to ending racial discrimination.
