1986-1990: average of 65,000 cars on the road annually / 65 serious accidentsThe fact that (C) mentions an annual time period doesn't automatically discount it. Answer choice (C) states that there was an annual decline in the number of vehicles on the road over the course of an entire decade (1981-1990). So even though the word "annual" is used, this answer choice is really referring to the same span of years as the stimulus.
