As in question #3, this question asks us to maximize the number of spaces between two variables, in this case, N and S. S, as we know, is a random, whereas N is involved in one of the two rule formations. However, N can be moved to the last tape without creating a rule violation, and so it makes sense to examine what occurs when S is first and N is last:

Again, we are left with P and G, and LO to manipulate, plus H, a random. Why not try P and G in 2-5, just as in questions #1, #3, and #4? Not surprisingly, we can create a workable solution:

Although P and G could also be placed in 3-6, all we need is one hypothetical that proves that S and N can be separated by the maximum spaces possible to prove answer choice (E) correct.
