Answer choices (B) and (E) can be eliminated because they violate the fourth rule. Thus, answer choice (C) is correct. Note that answer choices (A), (B), and (D) can also be eliminated because our O in 5 template shows that M must be second if L is unavailable.

In the textbook it mentions that if O is chosen for stop 5 and then makes a list of deductions...one of which s "of course, from the fourth rule if O cannot be chosen for stops 1 or 2 then N cannot be chosen for stops 2 or 3" where do we get that from??

This comes from the fact that there are only four variables in the game, L, M, N, and O. The fourth rule says that N cannot follow either L or M. So, for example, if L is chosen at Stop 1, N cannot be chosen at Stop 2. If M is chosen at Stop 1, then N cannot be chosen at Stop 2.

If O is not chosen for Stop 1, then Stop 1 is either L, M, or N. If Stop 1 is N, then Stop 2 cannot be N, because the first rule prohibited the same airline from being chosen at adjacent stops. And if Stop 1 is either L or M, Rule 4 prohibits N from being in Stop 2, because N cannot come immediately after either L or M. So, if O is not at Stop 1, then N cannot be at Stop 2. The same concept applies to O not being at Stop 2, with the result being that N cannot be at Stop 3.
